* Add a global config file.

* Move commonly used Perl routines (eg. &resourcelist()) into a Perl module.

* Add wrappers to invoke the *.pbs_server programs with sudo for
  non-root access.

* Implement the rest of the DAG syntax supported by condor_submit_dag in dagsub.
